University Committees

UHCL students are encouraged to participate in shaping the direction and focus of the university by joining various committees and advisory boards. Through service, students have an opportunity to:

  • Be an advocate for student concerns.
  • Network with faculty and top-ranking administrators.
  • Help make decisions for student advancement.

Eligibility & Application Process

Committee/board positions are open to all UHCL students in good academic standing. Students may apply to serve on Shared Governance Committees, General Committees, Advisory Boards and Hearing Panels.

Student representation on university committees is not limited to those students who participate in student organizations or Student Government. A student may hold only two committee positions at the same time. This may include one position on a Shared Governance Committee and one position on either a General University Committee or an Advisory Committee; or a combination of two positions on General University Committees and/or Advisory Committees. Student Representatives of General University Committees and Advisory Committees will be coordinated and appointed by the SG Executive Council at the start of the Fall semester.  

Elections for Shared Governance Committees shall take place in the Spring semester and appear on the same ballot as the SG Senate and SG Executive Council Elections. Student Representatives of General University Committees and Advisory Committees will be coordinated and appointed by the SG Executive Council at the start of the Fall semester.  

Students may apply to serve on General Committees, Advisory Boards and Hearing Panels. Applications will be reviewed and appointments made by the Student Government Executive Council. If an unexpected vacancy occurs in any committee, applications will be accepted and the Student Government Executive Council shall make an appointment from among interested candidates to fill the remainder of the term of office.

Time Commitment

Time commitments vary with the workload of the committee during particular times of the year. Some committees only meet once per month while others meet twice per month. Students would be expected to:

  • Attend 1-2 committee meetings - 1 to 2 hours/month

  • Solicit SG and student body input - 1 to 2 hours/month

  • Submit and present monthly reports to SG - 1 hour/month

  • Serve a one-year term of office (Sept. - Aug.)

Shared Governance Committees

Shared Governance Committee representatives are elected in March.

Facilities and Support Services Committee (FSSC): 1 rep

The FSSC has the responsibility of dealing with issues involving university and other constituent facilities, space needs, parking issues and policies, as well as computing and library needs. FSSC makes recommendations on these issues to the University Council.

Planning and Budgeting Committee (PBC): 1 rep/1 alternate

The PBC has the responsibility of coordinating all university-wide planning and budgeting activities as well as oversight of university assessment and fundraising. PBC reviews and recommends their various plans and their associated resource needs to the University Council.

University Life Committee (ULC): 2 reps (1 undergrad/1 grad)

The ULC considers all matters relating to personnel and student life in the university community. ULC makes recommendations on these matters to the University Council. Specifically, the responsibilities of the ULC are university-wide policies (such as smoking, sexual harassment, etc.), student policies, and safety, health, and quality of life issues.

General University Committees

General University Committee representatives are appointed in the fall semester.

Environmental Health and Safety Sub-Committee: 2 reps (1 undergrad/1 grad)

The Environment Health and Safety Sub-Committee (EHSS) is a standing sub-committee of the FSSC with the responsibility to protect life, property, and the environment by creating a healthy, safe and responsible atmosphere for teaching, learning, research, and employment.   

International Education Fee Award Committee: 1 rep

The International Education Fee Award Committee awards merit based grants for UHCL students to study abroad. The committee meets frequently in the fall and spring semesters. Student representatives may not sit on this committee if applying for the award.

Parking & Transportation Sub-Committee: 1 rep

The Parking & Transportation Sub-Committee is a standing sub-committee of the FSSC with the responsibility to coordinate with the administration and related units of the university for oversight of planning, maintenance, and correction of parking and traffic safety matters at the university including parking-related fees. The sub-committee makes recommendations to the FSSC and is responsible for widely informing and involving all affected constituents in its deliberations and approved actions. This sub-committee does not deal with traffic citation appeals.

Piper Award Committee: 1 rep

The Piper Award Committee selects teaching excellence awards through a campus-wide nomination process. The committee meets frequently throughout the fall semester, but does not meet in the spring. December graduates are eligible to serve on this committee.

Space Allocation and Utilization Sub-Committee: 1 rep

The Space Allocation and Utilization Sub-Committee (SAUS) is a standing sub-committee of FSSC which oversees space allocation and utilization, including the construction of new space. The sub-committee makes recommendations to FSSC on issues involving academic space or a reallocation of space between schools or component authorities.

Texas Core Curriculum Committee: 1 rep & 1 alternate

The Texas Core Curriculum committee provides recommendations on the ongoing development, implementation, and evaluation of the UHCL Core Curriculum. The committee reviews proposals submitted for courses designed to satisfy the THECB requirements and learning outcomes and assessment plans and data related to the effectiveness of the core curriculum.

Advisory Committees and Board

Advisory Committee representatives are appointed in the fall semester.

Campus Store/Bookstore Advisory Committee: 1 rep

The Bookstore Advisory Committee is responsible for providing feedback and recommendations to the bookstore manager and to the Executive Director of Operations, on the products and services offered by the UHCL bookstore. In addition, the committee will act as a liaison between faculty and bookstore staff in regard to textbook orders.

Dining Advisory Committee: 6 reps (3 commuter/3 residential)

The Dining Advisory Committee is responsible for providing feedback and recommendations to the Director of Campus Dining Services and to the Executive Director of Operations on the products and services offered by the food service contractor, including the cafeteria, vending machines, and catering services.

Environmentally Conscious Organization Committee: 1 rep

The ECO committee functions to bring student, faculty, and staff representatives together to enhance sustainability on campus by increasing awareness of current environmental issues, sponsoring initiatives, and inspiring engagement of UHCL community members in environmentally friendly behaviors to preserve resources and reduce environmental impact, both on and off campus.  These behaviors include increased recycling, decreased waste, reduced campus carbon footprint, reduced carbon emissions, and increased energy efficiency.  

Housing Advisory Board: 1 residential rep

The Student Housing Advisory Board is responsible for providing feedback and recommendations regarding the on-campus residential student experience. In working closely with the director of student housing, members serving on this board will review room rates, amenities, and the holistic experience for students residing in on-campus housing

Library Advisory Committee: 1 rep

The Library Advisory Committee is a standing advisory committee for the FSSC. This committee is responsible for providing feedback and recommendations to the FSSC and the Executive Director of the Neumann Library on issues pertaining to the library.

QEP Advisory Committee: 1 rep

The Quality Enhancement Plan Advisory Committee is responsible for providing feedback and recommendations on the implementation of the QEP, Becoming Aware: Intercultural Interactions at UHCL.  In addition to being present at meetings, representatives will act as a liaison between the committee and SG regarding the ongoing work of the QEP.

Student Fee Advisory Committee (SFAC)

The Student Fees Advisory Committee (SFAC) is charged with recommending funding allocations for student services fees. These fees fund units, programs, and services within the Division of Student Affairs. 

Appointment by the SG Executive Council

Hearing panels are called when academic and disciplinary cases arise in a variety of areas of campus life and are formed throughout the academic year. Appointments will be made and trainings will be conducted as needed.

Students, faculty and staff serve in a pool of interested candidates for service on an actual hearing panel. Should the need arise, pool members are notified and the following panels are formed to hear each case.

  • Academic Honesty Hearing Panel
  • Student Conduct Hearing Panel
  • Non-Discrimination Grievance Hearing Panel
  • Ad hoc Committees throughout the year
  • Unexpected vacancies throughout the year
